The EU-LA Mining Programme is funded by the delegation of the European Union in South Africa. The programme is implemented by the CLCB in partnership with VNG-International (Association of the Netherlands Municipalities) and Musina Local Municipality, South Africa.

The Programme aims to support and strengthen selected South African mining towns (Sol-Plaatje Local Municipality, Musina Local Municipality, Ba-Phalaborwa Local Municipality, Thabazimbi Local Municipality and Lephalale Local Municipality) by building the capacity of officials within the Local Economic Development (LED), Integrated Development Planning (IDP) and Town Planning Directorates to effectively improve their engagement nexus with mining companies within their area of jurisdiction.

The EU-LA Mining Programme commenced in February 2018, and is being implemented over a duration of three (3) years.
