The Business Climate Benchmark project was implemented by Centre for Local Capacity Building (CLCB) through the support of the South African Local Government Association (SALGA), VNG International and the South Africa Netherlands Chamber of Commerce (SANEC), now known as Holland Business Chamber- Southern Africa (HBC-SA). The Business Climate Benchmark was implemented from November 2015 to June 2017, and was funded by the Kingdom of the Embassy of the Netherlands in Pretoria. The project aimed to identify ‘good practices’ in promoting a conducive business climate and further encourage the ease of doing business in fourteen selected South African municipalities. This was to support economic growth and promote joint partnerships between municipalities and international (Dutch-owned) businesses in South Africa.

Within the duration of the project, CLCB conducted assessments using the CMRA/VNG International Benchmark Model. The results were calculated through a business climate Benchmark status-quo assessment which was completed by all participating municipalities.
